Well, obviously not *literally* ALL pets, as then there would be no more. But with the pet overpopulation as high as it is, there's no danger of that happening. My Mommy thinks there should be a moratorium on breeding, maybe a year or two. to help the rescue groups and shelters get caught up and promote shelter adoption to people seeking to add a pet to their household.
Everyone it seems has an excuse for allowing/having their pets reproduce; but at the end of the day there's still way too many of us dying in kill-shelters, with not enough dedicated no-kill shelters to rescue them. Did you know that upwards of one-quarter of cats and dogs surrendered to shelters are purebred? My veterinarian says that in her opinion I am likely a purebred Manx; but that did not save me from being mistreated, neglected and abandoned by my original owner(s).

No. If the dog and cat parents can successfully manage their male intact pets, leaving them intact is fine. However, I believe that female pets should be spayed because being in heat repeatedly without conceiving is very stressful on the body.
