What age to start training

Chloe is now 12 weeks old, we have had her for 3 weeks, and she is just starting to do good with potty training, she has been ringing the bell to go out. i didn't want to throw to many things at her at once, i wanted to get the potty train well under way first.
Now i want to start teaching her to come better, and sit better, and to stay in the yard, I have tried the clicker but she barks every time i click.

I am not a clicker trainer and so have no help there but I was told by the agility trainer we will be starting with soon to start training immediatly when we got Kai at 6 weeks. The most important is 'come' making it fun with treats and praise but important enough to require compliance each time. Using a long lead at first to get the immediate and complete return across to the dog. The second most important is an emergency sit or lie ( I have found that is the biggest mistake in not teaching in earnest with Holly right away) Kai is now 12 weeks and is pretty good with come, still not so great with the emergency sit but sits very well in front of us, she shakes (paw for some) and waves, she 'lies' also only right in front of us for a treat but the rest will come with work I am sure. I don't think if you are using positive reinforcement for it you can start too early for all the training they are so impressionable and ready to learn so all the better.

You basically start some form of training the day you bring your pup home. 7 or 8 weeks is the recommended age for starting manners & socialization. 1st shots, at the least, required for puppy class and socialization with other animals. Focus & attention space isn't long for pups at this age, but they do learn.

There is an excellent training article/print-out "Puppy's Rule of Twelve" by Margaret Hughes available. It's an adaption of Pat Schaap's "RULE of 7's" for 7 week old puppies. Basically, it lists recommended experiences your pup should have by 12 weeks old.

You might want to re-think about training the Border Collie to ring a bell when he/she needs (or wants) to go outside. You have a good chance of hearing that bell sound 24/7. laugh out loud

I do have a bell up, that was one of the first things i did, though some times she likes to play with it,
the problem i have is a other dog Jack, he is 9 years old now. he drifts off in the woods stay close but goes out of the bounders that i want to keep Chloe in, I always keep her on a leash when i take her out, but she wants to follow Jack,. Jack well i have tried to teach me not to go in the woods, but its teach a old dog new tricks. I'm trying to figure out what i can do so Chloe wont follow him when she is older and i dont always have to have leash on her.

the other border collies i had always stayed by my side, but they didn't have Jack drifting off,
