You need to know what she means by "Cesar Millan's techniques, because like him or loathe him, there are a lot of people out there doing things that they call "Cesar's techniques" that are much harsher, capricious, and seriously stupid.

And OTOH, she might really be someone who pays attention, and knows that for actual training, rather than correcting behavior problems, Cesar actually uses positive-reinforcement training--with the dread Treats, even.
