My schip was a rescue, and had similar issues when I rescued her. Not sure what caused it, but it seemed to be resolved by giving her a lot of omega3-6-9 oils (I gave her udo flax oils which is for people) daily in her food (Artemis fresh mix) and for a while I had her on standard process dog multi-vitamin powder. I think getting them on a whole food dog food is key - my vet recommends Artemis (which she likes the best, and gets a slightly larger portion because of the veggie content) and the oils are good for nerves, skin ,etc. I noticed a huge improvement with the oils, and when she gets nervous or scratchy I give her some extra for a while.

I have had my Schipperke for almost 2 years and yes, this year she really had a shedding problem but other than that nothing like you are having. Maybe you should have a vet look at him/her.
