|Turn this into a training/learning lesson.
If she plays in the water, the bowl gets picked up and put on the counter for a while (10 minutes maybe). Then return the water bowl back to the floor. When she drinks nicely from it, click/mark the good behavior and reward her with a treat. If she starts to play in the water again, simply walk over (with no emotion - don't show you are upset or angry), pick up the bowl and put it back on the counter.
Yes, you will have to play this game with her for a while - clicking and treating for drinking nicely & removing the bowl for playing in it - but she will learn quickly that drinking out of her bowl nicely is a "good behavior" and playing around in it is an "unwanted behavior" which results in losing her water bowl. Soon she will stop the unwanted behavior because there is no reward in it and you can leave the water bowl out at all times without worrying about her playing in it and making a mess.
As for Kiya and what we do - her bowl is out 24/7, always full of fresh water. The only time I have to pick it up and place it on the counter is when my youngest son, who is 1.5 years old, starts to play in it, making a mess. However he has eventually learned that that water bowl is off limits and no longer plays in it - except when he is in a very sassy mood. *sigh*
