Sure they can. Just as long as you have shelter, and of course fresh water. I use a mysting system for my outside dogs. Temps can reach 110 degrees here. You can check out my kennels photos at http://www.flickr.com/photos/nighteyesfarms/sets/72157623015303399/

You might want to consider buying a short coated NAID though, unless your NAID is inside with you.
