If passed, HB5027 would make CT the first state to ban the sale of dogs from puppy mills -- joining thirty-one cities who already do so.

Historic Bill Prohibiting the Sale of Puppy Mill Dogs in CT Pet Stores Awaits Vote in Hartford

Connecticut House Bill 5027, as amended (#6461) by Rep. Brenda Kupchick (R-Fairfield), would prohibit Connecticut’s pet shops from selling commercially bred dogs and cats and instead require that only dogs and cats who are humanely sourced from animal control facilities and non-profit rescue organizations be sold or adopted out in pet shops."

HB 5027 *CVA priority bill
Require pet shops to convert to selling only cats and dogs from non-profit rescue organizations; ban the sale of commercially-bred cats and dogs As of 6/4: Passed, as amended to establish a task force to investigate pet shops and the origins of the animals they sell. The language to ban the sale of commercially bred cats and dogs will be raised next session.
PET SHOP TASK FORCE PASSED!

HB 5027 was originally intended to ban the sale of commercially bred cats and dogs in pet shops, but it is exceptionally rare to pass legislation this strong in one session. The legislature was simply not ready to vote on this bill, and instead HB 5027 was amended to establish a task force to further examine and educate lawmakers about the horrors of puppy mills, and their sale in Connecticut pet shops. CVA, the ASPCA, and the HSUS will all have representation on this task force, and it will be led by Rep. Brenda Kupchick, who has tirelessly championed this bill. The findings of this task force are due January 2014. Next session, the language to ban the sale of commercially-bred cats and dogs will be raised in committee and given a hearing, with the potential to pass the legislature! We have every reason to hope we will succeed!
