Hip dysplacia or Just odd proportioned?

If he was underweight he may just be under-muscled due to that, but it's hard to say for sure. I would keep an eye out for any signs of pain or limping, and if you are worried you could ask your vet to manipulate his legs to see if they have normal range of motion, or even get x-rays. Otherwise just watch and if the muscles do not develop as he gains weight and strength, then it may be something to talk to your vet about further.
