Need help with rabbit chasing!!!!!

Ever since the rabbits appeared in town, he's been obsessed. No matter how flawless his recall, if he sees or smells one, he's off. We spent thousands to fence in the yard for this little guy and he has a ton of running space but all he does is try to dig out to get the rabbits in the neighborhood. He's never unsupervised out there but I can't fill up the holes fast enough before he finds another out. He loves the yard so I hate to keep him tethered but he just gets in "the zone" with these rabbits. I've actually held a chicken breast in front of him (the recall goes out the window) and he just runs right past me! We keep working on it but his drive is so strong to chase. Luckily we live on a quiet street but that’s not much comfort.

He'll be 1 tomorrow so I know he's a pup but this is scaring me. I posted on the behavior site and there was a debate about e-collars since I mentioned it. I would only like to get a vibration one but I feel like, even with his obedience training, the temptation is just too great. Maybe feeling a vibration would startle him and snap him out of this. Then I wojuld give the recall command and treat him. Now, he doesn't even hear me, no matter what. I just want to do what's best for him without sacrificing his safety. Has anyone used e-collars to curb chasing. I know the rescue said he was Shih-tzu/Havanese but I think there's terrier in there, for sure. That's why I'm posting here. You understand the personality and Ollie seems to have quite a bit of terrier in him. BTW, he was neutered at 6 mos and never was like this until the rabbits came out. shrug
