I think it all depends on the individual. My last dog had "cow spots" by his privates when he was a puppy, but as he grew older they disappered. But know of dogs whose "cow spots" have remained, now I didn't have Ollie as a puppy, but he has "cow spot" on his back near the base of his tail that you can see when he gets a short haircut in the summer.
