How to teach dog not to scratch door to come in?

I actually have two questions. We have a lab/beagle mix. She is 10 months old. She has the terrible habit of scratching at the bag door to come in. I'm looking for some ideas to stop this. I always make her sit before opening the door to let her in but she continues to scratch. Also, most of time after I open the door to let her in she takes off running. Kind of like a game. I have a hard time getting her to come in even tho she was just scratching. Help?
