What's a puppy mill?

My mom was very sad this morning. She checked her e-mail and found a message from someone in our dog park group (we're trying to get a dog park built in our area so a bunch of two-leggers formed a group that does stuff to raise money and advocate the need for a park).

Anyway, back to the reason mom was sad. This lady forwarded an e-mail to the group that told about a humane society looking for foster homes for puppies seized from a puppy mill. I don't know what a puppy mill is, but mom said there are almost 40 puppies that are looking for foster homes until they can find a forever home. She wrote the lady back and suggested that a group of 15 or 20 dog park members get together and offer to foster one dog each. They could also car pool to go get the puppies because they live pretty far away in some place called DuQuoin, Illinois.

Dad's not to sure he wants another puppy in the house (I give him as much doggie lovin as he can handle, he says), but mom's working on him about it. I'm not sure what I think about the possibility of another dog living here. Could be fun...I'd better go inventory my toys to make sure there's enough to share.
