"NEW YORK -- Pennsylvania lawmakers have just made it a little tougher for puppy mill operators. Governor Ed Rendell, on Thursday, signed the law which now bans the practice of docking tails after five days of age, debarking and surgical birth on dogs, unless performed under anesthesia by a veterinarian.
"It is hard to believe that operators of puppy mills -- individuals with no veterinary training -- sometimes cut out the vocal cords of dogs and even perform Cesarean sections," Sarah Speed, of the Humane Society of the United States, said of these painful and unsafe procedures commonly performed on dogs at large-scale puppy mills.
The bill passed the legislature with strong bi-partisan support and because of the efforts of humane organizations across the commonwealth, including the HSUS which in a released statement thanked Governor Rendell and Representative Caltagirone for "their leadership in advancing this measure."
