why my 3 years old pomeranian bite his front legs?

He bes his legs and it leaves red spots on it that sometimes bleed.

Fleas or allergies would be my guess.

In addition to chewing from allergies, leg chewing can be a common symptom of boredoom in many dogs.
If there are no fleas or other itchy areas and he is only chewing his front legs, I would up his exercise. Play more games with him and also take him for long walks several times a day.
