why is my 5 yr.german shepard male nibbling on our cat? is he being friend or foe?

Nibbling?
How does the cat feel about it?
Dogs use their front teeth to nibble on themselves as a way of scratching themselves. Perhaps that's what he's doing??
If that seems to be what he's doing, then it is a very nurturing thing, like parent to puppy.

In which case - very sweet.

I had a dog once that would kind of nibble on the cats as a way of playing with them. he knew he was not to hurt the cats, but this was a way to play without getting in trouble.
