why does my dog eat tissues

Not enough info, but probably either because the dog is teething (if it is between 4-6 months) or is bored. Either way, you need to provide it with dog toys that it likes. And redirect the behavior from the inappropiate things to the appropiate things by making the dog want the toy. Wave the toy around, get excited. Then give it to the dog. Don't forget to praise the dog as well as richly reward it when it chews the right things.

I don't know, are they used ones?

My dog really likes a big gross snotty tissue to eat, it's disgusting! So maybe your dog likes the snot too. LOL.
