Why does my 1 year old shitzu excessively lick humans or even the air??

Licking is a sign of affection and respect. If you ever watch a pack of wolves they often lick each other. There isn't much to be alarmed by this it is natural behaviour. If it bothers you, you can train him to stop by firmly telling him no whenever he tries to lick and physically moving him away. He will eventually get the idea if you are consistent.

As for licking the air. I doubt he is doing that. It is possible that he is tasting the air but it is also much more likely that he is just sticking his tongue out to release body heat. Remember, dogs don't sweat like us humans. Instead they pant by sticking their tongues out.
