Why do beagles butt holes stick out?

IMHO, I think you have to much time on your hands or you need a hobby!!! ;o)

If you lift the tail of most any dog, you will notice the same thing ... I suggest you know the dog a while before you try it ... ;o)

I don't know if you mean it is protruding?
That is a sign of illness.
But, if you mean you can see it cause the tail is raised, that is because their tail carriage is up when alert.
The beagles tails usually have a white tip, this can be clearly seen when they are out with the hunter. They were used for hunting, and their natural carriage is up to show the tip. That way the hunter can see them and follow them as they circle the rabbit in a track/pursuit
I only know this because my mom favorite breed was this, and she was also a very big rabbit hunter. She loved training beagles, they also make adorable pets.
