Well, I don't have a Pom, but Maggie is another long, double-coated breed, the Australian Shepherd. I think her coat reached it's adult length and fullness around 18 months.

Also, individual dogs, or lines within a breed may develop hair at different rates, and will end up with different adult coats. Poorly-bred Poms sometimes have a thinner coat similar to a long haired Chihuahua or Papillon (which is incorrect, but it happens.)
