When try to send a gift , I get this message:Sorry, you cannot give gifts at this time. What gives?

I have a 160 zealie balance.

Maybe you have to have a dog profile set up? Try setting the sender as anonymous. If that doesn't work, I'd contact HQ using the link at the bottom of the page that says "contact".

pretty sure it's because of the site redesign/updating that is going on today. Several features are temporarily on hold right now- try again tomorrow after they smooth things out.
