I think some of the children's finger paint would be both safe and easy to remove.

Burkett's Cookies 'n' Creme

I always used Plaster of Paris to get paw-prints for my school projects. I can't recall having to clean paws off after using this, either.
Still, I do imagine that you will get better results using paint. My results could'be been better, though they were nowhere near terrible.

We use plaster of paris... it is safe and it washes right off their foot with water. Mix some fairly stiff in a small dish, help them put their front foot in it and press down, take the foot out, wash the foot in warm water, and let the plaster dry. You can paint the whole mould after it's dry. You can also write something on each one using a tooth pick before it's completely dry.
