What can you do in the state of maryland about your neighbors cows and goats coming in your yard?
We have called the local SPCA with no help.

some spca are just lazy. They are suppose to enforce the fence law.
check with your state on fence laws for livestock farmers.
It is not only dangerous but not nice to let large livestock loose.
The county will have to come out and issue citations for having the animals loose. Then if there is any damage to your property you will have to go to small claims.
I had this a long time ago and the horse they had tromped my fence getting to my horse.
But, really the police can issue the citations in some states and in some states if the spca won't do anything it is because the are not armed with police powers.
They should of advised you to go to the police department.
If the owners don't comply then it is up to the state to seize her animals.
