You should take him to the vet.
Home care for some things is fine if you're experienced, but even a seasoned dog owner should always (ALWAYS) take their dog in for an eye injury, even if it seems like something that they've seen before.
There are a few things this could be, including an eye infection or an injury. The vet has special glasses, drops and a black light that they can use to make sure there isn't a scratch to the cornea. There is no way you could see this with your naked eye and so it's important to rule that out.
The other thing it could be is an eye infection, which responds really well to an inexpensive course of prescription eye drops you can get from the vet. They will also be able to tell you if there is an infection.
Sometimes, eye pressure can also cause redness and swelling as can allergies.
All should be considered urgent because not only are they uncomfortable, but any of these situations can cause blindness (and quicker than you'd think.)
It's vet time.

I second Jack's recommendation to see a vet ASAP. Not only are eye problems very, very serious, but they are extremely painful as well. And, while eye problems can heal very fast with proper treatment, they can also get very bad very fast and your dog could lose his eyesight.
vet, it won't go away on it's own.
