I would start out by looking at MY lifestyle..are you active? Couch potatoe? City walker? Country hiker? How much space do I have? Is there a fenced yard? Where is the closest park? Do I want to take dog everywhere with me? Do I want a guardian? Will dog stay home while I work?
After all that..pick a breed that matches YOU. Then look in shelters/rescues for a dog like that. The way you raise the dog will determine (to the greatest extent) how friendly he is with people. Positive training from an early age goes a long way.

a agree with the other poster. It does depend on breed (alot of the time there are always exceptions) How a dog will act in certain situations. Collies are sweet as far as I know but need excersise. Here are some other dogs that are sweet.
Golden retriever-high energy, smart, highly trainable, sweet.
Labrador-Sweet and high energy as well.
Border collie-very lovable
Pointer-very very sweet and LOVES people (I have one that's mixed with lab)
pitbulls-very very very people pleaser (A little tougher to train than the others and can be protective). They're smart and loyal.
But when I think about it just about any breed that comes to mind is very loveable and sweet as long as they're raised and trained good. So do your homework and decide what works best with your lifestyle! =)

Depends on your life choice and style...As the first poster suggested!...
Dogs need active people in life and also a leader...everything has a leader!...You should check out dogbreedinfo.com and this website give you all the info on the type of dog your looking for....I have a pom pom which are very good dogs...If you dont want a barker then I suggest you wouldnt get a "PomPom"...
Dogs that are good with family/childeren:
Collies
German Shepherds
Border Collies
American Eskimo Dog
Yorkie
Dotson(Depends)
Golden Retriever
Gold Lab
Siberian Huskys
All of these dog breeds I have suggested are excellent choice of breed!...But it really depends on what you plan on doing in life with the new companion(dog)and how you and that dog will react toward it!...
Stay active and give lots of love and attention toawrd this new dog!...
Heres some info I got from Dogbreedinfo.com:
The Collie is a highly intelligent dog. Sensitive, mild-mannered, sweet, easy to train and loyal. Usually good with other pets and friendly with other dogs. They are natural herders and puppies may try and herd humans, and need to be taught not to do this. Faithful, playful, docile and protective of their family members and good with children. Collies have an uncanny sense of direction. They are good-natured, friendly dogs. They are energetic outdoors. Socialize them well to prevent them from becoming wary of strangers. They are not aggressive, but they do tend to be suspicious of people they sense unstable vibes from. Daily pack walks are important. Without a firm, but calm, confident and consistent owner who sets the rules and sticks to them, they can become willful, stubborn and indolent. This breed should be trained gently, but with an air of authority or he will refuse to cooperate. A clean breed, the Collie is relatively easy to housebreak.

Well, I think a great many breeds fall under that category.
I like Collies, too. My favorite breed, in fact. Here's a good page on their pros and cons:
www.yourpurebredpuppy.com
Study the breeds you are interested in. And don't just read about them, go out and meet them to get a better idea if you'd want out or not. Talk to actual owners of the breed, too.
Also read up on general training, care, etc. And if you are going to buy from a breeder, read up on what to look for in a good breeder as well.

We have always had retrievers, labs or collies. Never once have any of our dogs been agressive or unfriendly.
I think it depends on how you look after the dog as much as the breed but i would def recommend these three.

Collies (Lassie-collies, NOT Border Collies) tend to be sweethearts. Some are shy though. Border Collies may be shy or sharp as well, though many are quite friendly. Another Collie-type dog, the Aussie, can be very friendly too. Maggie is an Aussie, and I swear she's never met a stranger, just friends she doesn't know yet. :)
Really it depends most on the individual dog- there are very friendly dogs in every breed, even ones that have a "mean" reputation, like German Shepherds and Rottweilers. In fact, Pit Bulls, one of the most vilified dogs in the world, are VERY friendly and outgoing in my experience. Never met a Pit that didn't want to lick you to death.
If you're getting a puppy, watch the temperament of the mother. It's the strongest predictor of the puppies personalities. (Though the father matters too.) Or you can go to a shelter and just pick out the friendliest dog they have.

Agree with everyone else; depends on your lifestyle. But collies, pitties, golden retrievers, labs, and pointers are just a few of the many sweet breeds out there. And, may I suggest a good ol' mutt? Ellie is totally sweet and friendly! :)
