Some dogs don't bark. Some dogs bark all the time. It's part of their personality. If you think the pup is trying to bark and no sound comes out, talk to your vet. Otherwise, be grateful. Does she make any other vocalizations? My little girl loves to talk. She does anything from little whispers to singing to full blown barking. She especially LOVES to sing with me!! I wouldn't be worried...but if you are, call your vet. Good luck!

I've seen dogs bark as young as 3 weeks.
Some dogs are just more quiet than others. I once read about a dog who only barked once in his life.

She'll start barking soon! Our mini schnauzer puppy was barking at 7 weeks!

If you're worried that there may be something physically wrong with her because she does not bark, it would be best to address this concern with your veterinarian at the next checkup.
Some dogs start to bark and growl when they're very young, and some dogs hardly ever bark unless they are really, really, really excited. It may just be your pup's temperament that she is not a barker. That doesn't mean there's something wrong with her, it just means she's quiet.

Puppies are always talking! From the time they come out, to about 3 weeks old, a puppy will whine and moan. Usually by the time they are eating food from the bowl, they are very active and parking. Your dog is probably just shy and doesn't want to bark. Be grateful!
