We have a 4 yr old mini poodle we adopted from the shelter. He did not show his aggressive tendencies until a few weeks
Dog was returned twice to shelter because of this aggressiveness. Seems like he feels bad after the fact. have not had him to vet or this reason. He is neutered. We had a vet come to the house for what turned out to be constipation because we could not pick him up to take him because he would growl, show teeth, and snap.

This issue is far too important to be dealt with here. You absolutely should hire a vetinary behaviourist...NOT a trainer. They can help you come up with a total program, that may include medication, that is designed for you & your dog.
It could be a physical issue...he needs to be vetted.
It could be fear. It could be breeding. Without actually seeing the aggression, no one here can give you any reliable advice.
By asking for help you show 10 times the compassion of his previous 2 homes. Call the shelter and ask them for a list of certified vetinary behaviourists in your area.
btw...wiley was also returned twice for aggression before i got him. thankfully i got him at 9 months, not 4 years. Good luck to you & God bless.
