Even dogs that are "the boss" normally don't abuse their authority. This sounds like a different thing than dominance, in my opinion. Sounds like he may want to play. I've seen dogs growl a certain way in play. Or it may be a socialization issue.
How well was Billie socialized as a puppy? If he wasn't socialized well or not at all, then he may not realize how to behave around other dogs. You now need to show her the proper way to behave and not to overwhelm other dogs or annoy them. Let her meet other dogs, and when she behaves good praise and reward her. If she starts bothering the dog, then remove her from the situation if possible before it turns into a fight. You could teach her to leave the dog alone when you say "no". That's what I do with my dogs. When they are bothering each other, I'd get between them and say no. I don't have to get between them anymore, now I just have to say no.

"Alpha" dogs do not start fights & are the mellow one who is comfortable with themselves...It sounds like Billie is just showing bad doggy manners to me.
If you are that concerned separate them when you are away from them!

Wow. Do we have the same problem! We try to remind Ginger that she cant be Alpha. Always feed the alpha first, give treats first, let other dog out door first. Also we cant have another female dog cause of this. I hear its worse with 3 females cause 2 wil gang up on 1. Good luck! Our Ginger is very bossy.
