Three dogs - male dominant shepard, female border collie X, and male terrier X. The shepard died and things changed...

The border collie and terrier played constantly but once the shepard died the terrier stopped playing with the border collie. He will play with other dogs in the park but never with the border collie. She wants to play and tries to initiate but he snarls and moves away. It's been 2 years and he still won't play with her. Otherwise they get along great and do everything together. Would love to see them play again - any ideas?
