The neighbors two dogs pulled my dog thru the fence and killed him! What can I do legally???

The neighbors had there dog and a visiting dog in there yard, my dogs were at the chcken wire fence barking, those dogs pulled my 20 lb dog through the fence, broke his ribs to do it and mauled him! He was so damaged we had to put him down! What can I do legally?
