the end of my chihuahuas penis constantly hangs out about 1-2cm. could this be caused from desexing

the end of my dogs penis is constantly out about 1-2cm. it does get swollen occasionally as my dog rubs his belly on the grass and lounge. i have been to the vet who prescribed medication as he thought it may be a urine infection. i gave him the full course of antibiotics but it did not fix the problem. his penis has been hanging out slightly ever since he was desexed 6 months ago. i am worried that the vet may have done something to cause this when desexing him.

lube it up and push the the skin that is to be over it back over it. I have a dog that the reproductive organ go stuck out and the ball part which got stuck in the female for mating was big I wnet out and touch the tip and it got small enough I got get the skin back over it and I lubed him up with vaseline this would make it slide easy this happened a few time never knew why he was not altered but then it didn't happen anymore I told the vet and they said they could cut the skin to make the opening bigger. Maybe this is what is needed you need to have the skin opend some and it would nt happen anymore. Don't know why this is happening since altering.
