If you mean as the only diet, NO, not at all! It doesn't contain anywhere near the right nutrients for a growing puppy. At four weeks old, your puppy should be able to eat regular puppy kibble, ground in a blender or coffee grinder and moistened with warm water to make it soft. This food is made especially for growing puppies and will contain all the stuff it needs. Also, make sure it has access to water at all times. The most critical time in any dog's life is the time they are baby puppies. If they do not get proper nutrition at this age they can suffer from all kinds of bone and skeletal issues for their entire life.
