We need more information. How old is he? What breed is he? Generally, dogs start losing their teeth when they are 4 to 5 months old. He should have all his adult teeth by the time he is 7 or 8 months old.

If your dog is a small breed dog, you want to be careful with teeth. All dogs have the same number of teeth, smaller dogs have to have them in a small mouth. For this reason you have to be a bit more careful with small breed dogs, and if the adult teeth are not coming in, you may need a vet visit. The other post was right about the ages. Giving them a hard toy to chew on will alot help them with their teeth and chewing.
