Picked up an abandoned pup, about 2 weeks old. Bought goat milk-based puppy formula but he's not eating. Help?

There is no dog shelter here, and the vet will not see dogs under 3 months of age (I'm in Jiujiang, China). So I'm on my own. My puppy is sick with something but I'm not sure what. When I first found him he was in a shoebox by a garbage heap. He whimpers a lot and sleeps a lot, and he drinks a little bit of water from a baby bottle. However, he is not eating the formula we bought. He licks it from the bottle a little bit, but that's all. How do I get him to eat something? He's getting very thin.

So sad. If he won't take the milk from the bottle he won't make it. Wish I could help, but there's no way to know what's wrong with him without a Vet.

Obviuously late here, but you could TUBE feed. it'll go straight to the belly. no sucking involved.
