Our English Setter puppy was attacked by a neighbors dog, which was running loose. Can we sue them?

You need to speak to a lawyer that knows the laws in your area. Hope your pup is ok.

If your dog was on a leash or in your fenced in yard and under your control then the neighbor is responsible as the law states that the dog must not be allowed to roam but be under control at all times which obviously it was not, BUT if your dog was not under control then both of you are equally at fault.
