New puppy is only 5lbs at 13 weeks, But she looks like she is all Shiba. But dont know for sure...would love some help!

My huband and I adopted a puppy 6 weeks ago, they were not sure of the bread...she looks like a shiba inu no doubt. Here is the problem thought, she is 13 weeks old and only weighs 5lbs. I was doing some reading and it seems that shiba inu's should be around 10lbs at 13 weeks. So, maybe she is mixed with some other smaller bread of dog, BUT she looks full shiba to us...please help!! :) Thanks, Jess
