New house w/ new dog & roommates, my dog is aggressive on leash. BUT this is 5th move in 5 years and 1st problem!

I just started working full-time and when I walk my dog on the leash she now acts aggressive towards other dogs for the first time ever. I know that a lot of times this can come from a new situation, but I have moved five times in five years and each time I have different roommates and two of those times she lived w/ at least one new dog! Why do you think this is happening now?
