My Standard Yorkie pays a little too much attention to my Budgies, when one flew out of it's cage today and it caught

My Yorkie when first introduced to my Budgies started going nuts/majorly excited. The lady I got him from said "Oh, he's fine with birds, he didn't bother ours!", well I couldn't see that!
My Standard Yorkie almost took my Budgies head off when I first introduced them, when all I was trying to do was let him sniff the bird, then he kept his one front leg up which reminded me of a hunting dog, ready to pounce.
I thought I had him trained to stay away from the Budgies, until my one Budgie who can't fly very well, she ended up on the floor and with no warning and out of know where my Yorkie was on top of the bird, luckily I was close enough I got the bird away from him, he then was just a pile of shaking nerves, which he gets when he's all worked up, it took a long time for him to quit vibrating, I guess I'm not to trust my Yorkie around the loose Budgies????
Anyone else have this problem with a Yorkie????

Did she ever take them out of the cage in front of him?
I know when I took my budgies out, I always made sure the dog was put up in another room.
