Socialize socialize socialize! You have to introduce your dog to new dogs and new people while they're young, and give them lots of love and attention. Good luck!

Maybe try to get her to associate meeting new dogs and people with positive things. When someone comes to your house, have that person give her a treat. If that is not safe, then you give her the treat. Practice meeting people and dogs will really help.
