my shitzu throws up all the time. she is active and does not seem sick.
she also sometimes shivers like she is cold but I am sure she isn't. her throw up is usually whole pieces of her food, like she is not chewing it enough. I really can't afford to spend $300 or $400 for xrays and blood tests. she throws up all times of the day

First of all....shivering can be a sign of fever and pain..
Vomiting all the time is just not normal and this dog should be seen by a vet asap.
Just a normal exam can reveal alot of information. Swollen tummy, urinary blockage, intestinal blockage,allergies, etc. Does she have a fever? She is not getting any nourishment if she is not keeping her food down. Are you feeding a quality food? These all questions a vet can help you with.
It's your responsIbility to take care of your baby, or find someone who is willing to commit to the responsIbility.

my moms lasa is he same way. try giving her less food or just give her half of what she normally eats then about 45 min to an hour later give her the rest and if that fails then try switching food.

This could be a lot of different things, ranging from no big deal to life threatening problems. And, unfortunately, it's nothing anyone here can give you a definitive answer on.
Maybe if you could re-post your question with more details, such as how old she is, how often she vomits and whether or not she has any other symptoms, some of us might be able to give you thoughts on what it *might* be.
I'm not sure why blood tests would be $300, but a simple vet exam isn't that expensive. And she wouldn't need x-rays unless she has a suspected blockage (again, if this is an acute, or recent issue that is a possibility, less likely if it's a chronic condition that has been going on for more than a week or two.)
Ultimately, you need to have her seen by a vet, so please make a call to one and try to at least have her seen.
If, on the other hand, you've been told by a vet she NEEDS x-rays, then you will need to find a way to pay, otherwise, it's neglect.

If she is eating her food too quickly, you can purchase a food bowl that sits in a stand (higher up). When bowls are higher up off the floor, it makes the dog slow down it's eating and helps prevent throwing up because 1) eating slower and 2) the angle of the neck isn't bent forward. You can find these stands/bowls at any pet store.
