My puppy has an odor to her urine. Smells like fish. She has already been treated and its back.

Have the Vet check puppy again.

Repeated UTI's may be due to not enough water. Puppies should drink and pee as often as they need to. Puppies can hold their bladders, at most, one hour per month of age. No dog should be confined for more than 8 hours without a break to toilet.

Avoid swimming pools. Don't let puppy drink pool water.

Add a spoonful of plain, cultured yogurt to each meal to help balance good and bad bacteria in the gut.

It could definitely be a UTI. Try giving her cranberry pills, apple cider vinegar and colloidal silver. Within a couple days, it should clear up. I've heard of dogs who have been given cranberry pills for their UTI and had it cleared up in a couple days.
