My Pom pees on my bed & Marks in the house! How do I stop this?

I have an almost 3(sept26th) yr old Pom who Pees on my bed & Marks in the house. We have cleaned it up with Hot soapy water then put straight vinager on the spots. He does this after going outside. He is altered, was done when he was 5 months of age. He had never even gotten a chance to mark as the vet was only waiting for his testicals to drop to alter him. This all started about a yr ago. I don't undstand why we didn't have any changes at the house. Also my Sheltie does the same thing, she is 7 and we have had her 2 yrs now. She is altered also. She also poops int he house tho. We have tried everything we can think of. Please if you have any ideas let me know. If you need anymore information I can give it but dunno what you would need!

Have you taken them to a vet to rule out urine tract infection? That might be a good starting place and if they both come out clean, then you need to start remedial housetraining 101 again, start every few hours taking them out and increase the time between potty breaks gradually. When you cannot supervise them, put them either in a crate or a play pen so they don't have a chance to mark. You can also tether them to you around the house so you can watch them closely. You basically have to start over like they are puppies again and see if that helps. But first, make sure they get a clean bill of health from the vet's office, if its a medical problem, not amount of trying to change the behavior will help.
