My one year old beagle mix acts very skittish around some parked cars when I walk him on the sidewalk. Why is this?

He only acts this way near certain cars (not all) but it seems random. He cries, whimpers and tries to lay down, but also seems curious, pulling on the leash like he's trying to get under the car. We just moved to a city from a rural area so we are hoping he might stop this once he's adjusted. Any ideas about what is causing this behavior and/or how to alleviate it?
