She would benefit from going immediately to the vet, they can help her and care for her babies with much ease and experience, I highly recommend that.
It's going to be impossible to tell if she's in labor. We can only guess based on the info you put in your question, but more info would be needed to even give a good guess.
I think you should call your vet's office with this question. Your vet has your dog's medical history and hopefully you have been keeping your dog up to date with medical care during her pregnancy. Your vet is really the most qualified person to answer your question.
