My dog won't go for a walk without my other dog

I have had my rescue dog for 3 months now. At first she wouldn't go for walks at all, I had to pick her up and take her outside where she would stand for ages until finally she would start walking a few steps. After 1 week of doing this she started going on walks without any problems.

Recently though I dropped her flexi leash and she got scared of the noise and ran off and hid. Now she will only go for a walk if my mum's dog (who lives in a house downstairs with us) is with us too.

How can I get her to start going for walks again by herlsef? By repeating what I did at first? Or is there a better way to do this?

You can try taking some really yummy treats with you on your walks, something that she would die for. It might take a few times but only use those treats for walks. Don't give them to her at any other time. Good Luck!
