You need to take him to a vet as soon as you can. It's more than likely some kind of infection, possibly a urinary tract infection. It might be any number of things, but any time there is blood, there is cause for concern.

If it IS a UTI, then you can get the dog treated fairly easily and inexpensively.

But you must go in. UTIs don't get better on their own, they are painful and can lead to all sorts of complications including blood poisoning and even death if left long enough. If this is a UTI and he's bleeding, it's a fairly moderate to severe infection already, so please don't delay.

I agree this could be a infection that requires antibotics.
There are some other things as well, if he is used for breeding.
