This is usually a way of "marking" ownership. Sometimes the smell of another dog on a person can trigger this reaction.

That is if your pup is literally hiking and pottying. But if you are saying that your pup pottys when he meets a person... it could be simple excitement in meeting someone. A lot of smaller breeds tend to do this. Sometimes they grow out of it- LOL- sometimes not.
