my dog just picks fights with my other dog

Have two males both nuetered. They get alone great for a while then all of a sudden they fight all the time one of them is the aggresser.could he be bi - polar

Not likely.
If the dogs are miss-matched, energy wise, or do not have a clearly defined leader, they will have reason to fight. Frequently one fight leads to a period of mistrust and further fighting.
Be very firm in how you expect them to behave. Don't leave them unsupervised, crate or gate when you are out. Feed in separate areas.
My males have had 2 fights. The 1st I wasn't home. The 2nd I saw coming and ran to split them up. As the pack leader, my objection to the fight seems to be enough to settle things for Snickers (the older dog and aggressor). He has not repeated the dominant behavior and has, in fact, moved to the lower end of the pack rank.
Snickers is 9 and been with me 7 years. He has never been playful until he accepted a lower rank in the pack rather than trying to be "top dog". He was never top dog material. He has finally become playful and silly.
