it might possibly be that she is stressed with the new surroundings, is she fed near them or with them, if so myabe feeding her in a quiet room on her own so she can get a break from them

mother and puppies should be acting vibrant, if the mother is not happy she is sick and needs a vet asap, no waiting. She could be having issues, have a baby stuck, infection and needs medical help

I'm getting from your question that the unhappy dog isn't the mother to these puppies and you yourself brought new puppies into your home.
Keeping the schedule of original dog is very important. Same walks, attention, feeding and fav sleeping spot should be respected by you and the new arrivals. Her nose is a little out of joint and she needs reassurance that she's still your girl.
Also if she's a older dog, puppies can be downright annoying in her eyes so maybe allowing her to have a quiet place to call her own may help.
