We need more information. What's he doing? When is he doing it? How old is he? What kind of dog is he? How much exercise does he get? And what kind? What kind of training has he had? You can post this on the behavior forum on this site. We can answer back and forth there, which we can't do here. We can only answer you once here.

If it is a puppy, they often do not listen until you teach them how to behave. You may also want to check hearing.
