There might be a few reasons for this. Have you recently got him? Maybe he is a shelter dog or has had previous owners who may have abused him. If you've had him for awhile and none of these things apply, than try to comfort him and give him extra attention. Try to find out why he is acting scared. Has he always acted this way or only recently? Maybe your dog needs some company, so take him to a local dog park or neighbor's house. If these things continue, contact a vet.
